Hayabusa stood there in the middle of the field, on ground that hailed from his name. He opened up a rolled up scroll and saw his preliminary ideas of what he wanted to have and how he wanted his village to be laid out. He designed it ahead of time, and in phases, so that the country and village itself had a predetermined growth. He did all the preliminaries and schematics himself, only needing to be checked and recorded by licensed engineers and architects. He had the money ready. He marked the boundary of phase 1, which was the fortress like gate, which would take at least two weeks of hard labor to make. It would house the river, some of the ocean, some sand on the south gate, and a little bit of woodlands on the east, a beach on the west, and mountains on the north. Phase one would outline a pavement to the center of the village, where he would be station. This center was not exactly at the midpoint, but closer to the mountains.
The next day, he and Ayane went off to a contractor who had a private business currently operating out of Rock. They agreed to do his bidding for fifteen thousand ryo. This was a steel. He demanded the gate be a mixture of granite and sand.
Two days later, Hayabusa had hundreds of men coming to his village to do his work. Hayabusa stayed and managed, making sure all was done right. By the end of that week,the gate had been halfway done. Hayabusa and Ayane built a small hut in the woodlands, where they stayed. Hayabusa had sent Ayane back to Konoha to get the rest of the family, as they were running out of game in these woodlands. He had already included farmlands and gaming, animal breeding, and so on in this part of the village, and he didn’t want to kill what was already here. He began working on a small fence to reserve this land here, while the workers continued onto the gate.
The week went by and Hayabusa expected his family in only a few days. The gate had been completely finished and totally approved. He gave the contracter his money.
“Wait, sir… you get two more things…”
“Oh?” Hayabusa asked. The contractor pointed to the mountain.
“What symbol would you like carved on the peak of that mountain?” he asked. Hayabusa smirked.
“Yajuu…” he said.
“Very good sir…” he said. That was done in a matter of a day and a half. Now, Hayabusa sat in this big territory alone. Hehad a few houses made for his community. The next morning, Hayabusa kept to himself on top of the East gate, with his Sharingan activated, wind blowing in his hair, and his beard scruffy. He hadn’t shaved in two months. The sun radiated on his skin beautifully. From a distance, he could see multiple wagons coming his way. Hayabusa smiled. He stood there, waiting for the hour that it would take them to meet the gates. He was ready for the first order of business… and it had been about two and a half weeks since he had seen them all…
Hayabusa jumped down from the gate, where the doors stayed wide open. He smiled as they were nearing up. The kids of the group ran up ahead of the others, hugging Hayabusa’s legs and dancing around him. He rubbed their heads and smiled to show he missed them too. When his group, had come, Hayate punched him in the arm, and at the same time, his sister threw herself onto him, kissing him on the cheek. He smiled, hugging back. Genshin and Eliot bowed to him, as he bowed back. He opened his arms.
“Welcome… to our home…” he said. They stepped into the village that had only a small booth and a billboard showing the map and phases to come. They looked around and followed the path some ways before coming to a aisle of vacant shops. Further down, Hayabusa led them past the houses. He turned to the rest.
“Ok… everyone of you will be given the usual job, so get aquainted with the houses. Your names and keys are put in an envelope on your own doors.” They all looked thrilled to have their own homes. “On top of that, there are extra deeds, keys, and deeds to some of your executive buildings. Hayate, for example, the medical building is yours. Nora, there is a building for you to start a daycare service.” Hayabusa smirked and waved. “Now… go…” he said. “Taxes will be postponed until we hit a population of 50…” he said. They all scattered, except the members of council.
“Ok… this way…” Hayabusa said as he walked down the pavement, coming to a huger building that had been both the village leader’s office and council rooms. They went in, and Hayabusa led them to the council room. He sat at the head of the table and sat down. The rest sat, staring at him. They all smiled.
“What?”
“You did it…” Genshin said. Hayabusa smirked.
“Told you…”
“Now what…” Hayate began.
“Council… we have a priority mission. To bring in villagers. I suggest we find peasants and middle class in need of a home. I propose we go for poorer nin first… even Missing Nin… granted they must be Missing because they ran and never came back... wandering-nin. We need missions done, and we need people… tax money… any solid start?” Hayabusa asked. Hayate rose his hand.
“Maybe we should go on our own adventures to get certain people. I should go find medical ninja for example that meet my standards…” he said.
“Ok… well then… continue.”
“Ok… Genshin shall stay here to accept all people. We will make slips as proof of our sending them here. Ayane and Kasumi should go off to different village and begin making money by getting us contacts by any means, even if it means discounted rates for missions. We must also begin to make a track record. Let’s stress that our leader has had a 100% Mission Success rate in all of his missions and he is willing to do one mission for them personally at half price if they relocate to the village as bases of operations. Eliot… You should go ahead and do private contracts and begin making us a little bit of money.”
“Great…” Hayabusa began. “This sounds wonderful. And myself?” he began.
“Well… you have to stay here…” he said. “These people need someone to look up to and meet when they come here…” he said. Hayabusa raised his eyebrow.
“ARE YOU SERIOUS!” he exclaimed.
“Well… it was agreed… you are village leader… this is your duty…” Genshin began.
“But, I am yet to be a Kage… I am not chained to my station yet.”
“Fine…” Hayate began. “Let’s make this deal… stay here for two weeks time to have the initial meeting of new comers. From then point on, your reputation will be spread through them. I motion to put this in effect starting tomorrow morning at the latest…” he said.
“Fine… all in favor…” Hayabusa began. He looked around and all rose their hands. “Any other order of business?” it stood silent. “Adjourned…” he said, as he slammed his hand on the table. And, from this, the village began to blossom into something greater, and money began to flow in. The growth took a little adjusting, but Hayabusa made it work…
