- If a kinjutsu scroll is stolen from a village that you do not belong to. You will not go missing it will go on a list of crimes sadly being known as "A" or "S" depending on importance. The reason being, it could be known as a mission from your country to steal it.
Within some rulings though it can be pushed aside. As the reason you go missing is because of the way you handle the mission. Example, "Kazekage speaks with 'Inserted name' telling them to steal Konoha's scroll. You bring it back but in order to not cause trouble they label you as a Missing-Nin in order to obtain what they want. But having you as a small piece."
In a way it keeps, a Pseudo Peace with the countries even though you know the truth as to what happen. But they have to hide it allowing citizens to not be harmed.
- If a kinjutsu scroll is stolen, the character whom has it will keep it as their own or sell it. Now the only problem to this is simple, one can continue to learn from the scroll but it will still cost, [1.5k] Ability Pts. The reason being you are taking your time and skills to read over this. Now what has not been added is the fact that you do not gain +? INT for reading it. This is due to the fact that for one, you could keep reading as new jutsus of Kin are posted. But the fact is once you've stolen the scroll any new Kinjutsu that come out would be added to a newer one UNLESS its a kinjutsu of your own.
- "Seal Strength" is a new attribute, that will be added to the site like Luck and Reflex was. A seal strength is determined by rank. As E ranked = 0% thus no chance of sealing an Rank S seal will equal out to be 100% any lower and the seal strength goes down. The way it works is how much chakra from the bijuu is released at once. Prime Example..would be if one were to use the cloak and then transform gaining a tail, that would lower the seal by 25% as a cloak lowers it by 10% and the first tail lowers it by 15%. Now if a trigger is kicked in the Seal Strength will only lower based upon the tailed form reached, It will have no affect on stages by passing.
- Adding on to that, "Key" jutsu that control the seal can be created allowing one to mod their seal, making it see fit, you can lower it or increase it. But in order to do so, one must be of a Fuuin Seed and have a "counter" skill to do so. Now, its should be noted that once the sealed user obtains the keyjutsu and sealing jutsu formula to control the bijuu. They will get one time counter skill, allowing them to mod their seal, Which will give a small boost of +50% to the current seal placed on them.
- Seal Strength, also returns over time. It does not return within an instant. It takes 2 hrs to fully recover, even training will damage your seal strength so its best to be warned now then waiting until later.
